How to run it
Score every pillar honestly against the tier descriptions, choosing the rung that matches your organization today.
Take the lowest pillar as the fix-first. Read the rung just above its current tier: that is your target state.
Pick one or two quick wins for that pillar, ship them, then re-score. The floor rises, and the next-lowest pillar becomes the new fix-first.
Why it compounds
Each fix-first cycle lifts the floor and unlocks the pillars that depended on it. Governance unblocks the tool stack; talent unblocks the operating model; the operating model unblocks value capture. Sequence beats effort.
